Welsh Government publishes response to Building Regulations consultation

The Welsh Government has published its response to the Consultation on the Draft Building Regulations (Amendment) (Wales) Regulations 2013.

The consultation proposed implementing elements of the EU Directive on the energy performance of buildings, facilitating the Green Deal, extending provisions providing for completion certificates and updating the regulations which provide for competent person schemes.

There were 20 responses to the consultation in total. These included responses from The Fenestration Industry Thermal Performance Working Group and the Glass and Glazing Federation. As well as expressing its disappointment that energy efficient glazing rarely featured in the Regulatory Impact Assessment, the fenestration industry pleaded for common regulatory requirements in all countries of the UK.

There was almost full support for the draft proposals and the final regulations are expected to be largely the same.

The Welsh Government has also emphasised its intention to introduce significant changes to the building regulations in Wales in order to further its low carbon aspirations.
