Part L 2013
The direction of improving carbon and energy reduction in buildings is well known and Part L of the building regulations is one of the tools used by the government to achieve these objectives. There are key dates where regulations are set to change such as 2013, 2016 and 2020. What we do not know is the exact details of the changes towards the targets. The 2013 changes are undergoing a consultation process and the contents of the 2013 changes are not set in stone. The fine detail may change but the drive towards greater thermal efficiency is not negotiable.
We are very active in supporting the glass trade by responding with practical suggestions that allow designers of buildings to use glass extensively in buildings. It is important that the energy saving qualities of glass are properly represented in Part L as well as keeping windows practical and affordable. We see the role of glass as a major contributor towards the objectives by encouraging the most efficient products in new homes and the replacement of poorly performing windows in existing homes and extensions.
Hand in hand with part L are the compliance tools such as SAP and SBEM. Although the tools contain default values for windows they do tend to be very conservative. We would encourage all designers to use manufacturers values in these programs and real window sizes and orientations to realise the contribution that energy efficient windows can make.
